About IRP
The IRP is an agreement among 48 states, 10 Canadian provinces, and the District of Columbia where a motor carrier can register commercial vehicle fleets for travel in all IRP jurisdictions by filing paperwork with the home jurisdiction. IRP registration is not mandatory.
The program is for licensing commercial trucks, trailers, and buses traveling in Ohio and at least one additional IRP jurisdiction. Qualified commercial vehicles are registered as apportioned vehicles. A commercial vehicle qualifies for IRP if it is used for the transportation of persons for hire or designed, used, or maintained primarily for the transportation of property and has one of the following:
- A power unit with two axles and a gross vehicle weight in excess of 26,000 pounds
- A power unit with three or more axles, regardless of weight
- Used in combination, when the weight of such combination exceeds 26,000 pounds gross vehicle weight

Q: What vehicle type qualifies for company logo plates?
A: Ohio vehicles registered with apportioned plates may qualify for company logo plates.
Q: Who can apply for company logo plates? What is the additional cost for company logo plates?
A: Companies that have (or will have) a minimum of 50 vehicles in their fleet per registration year are eligible to establish a special plate for the vehicles in their company. Any new, exchange, or replacement logo plate is $6.00 in addition to applicable registration fees.
Q: Are company logo plates eligible for staggered or biennial registration? What about multi-year or permanent registration?
A: No. Due to the reporting and calculation of fees for apportioned vehicles, this can only be done as a 1-year registration.
Q: Can company logo plates be personalized?
A: No. These license plates are not eligible for personalization at this time.
Q: Can I transfer or exchange a company logo plate?
A: Yes. Standard rules for transfer of license plates will apply. A company logo plate can be exchanged for a standard apportioned plate at any time for $6.50 plus applicable registration fees.
Q: Do I have to purchase 50 company logo plates every order?
A: No. Fifty license plates must be purchased within a year of availability. Once the requirement of 50 license plates is met, you may order more at your discretion.
Q: How does my company start the logo plate approval process?
A: Complete the BMV 4813 Company Logo Plate Application and submit all required documents as specified. Upon receipt of these items and approval from the BMV, a sample license plate will be manufactured and sent to you for your approval. We require a response of your approval of the sample plate within 14 business days.
Q: How long is the logo plate approval process? Once approved, how long does it take to receive my logo plate after my transaction(s) are paid?
A: The logo plate approval process is approximately 45 days from initial application. Once approved, you should receive your logo plate within 7-15 business days.
Q: What is vector art? What are PMS colors?
A: Vector art is art that can be scaled or modified without losing the quality of the image or resolution. When artwork is in vector format (such as an illustrator file (.ai or .eps), it allows you to increase or decrease the size of the graphic without compromising the integrity of the original image. The end result is a crisp, clear image no matter what the final size is.
PMS stands for Pantone Matching System and it is used by the printing industry. This system is numbered so if you pick PMS 280 (e.g., the color blue), the printer can match the exact blue that you want.
Q: If our power unit is registered with a company logo plate and the owner operator breaks the lease, what happens to our company logo plate?
A: Please follow the current IRP practice which requires a company make all attempts to retrieve the company logo plate back, which may include but not limited to filing a police report, or complete a BMV 4886 IRP Application to Replace Apportioned License Plate and pay the associated fees.
Q: I sold my truck and bought another one. Can I transfer the license plates from one to the other?
A: Yes. You may complete a Transfer Registration to New Vehicle supplement online, or you may submit an application for manual processing at the Ohio IRP Central Processing Center.

Q: I sold my truck to my neighbor. Can I transfer the plate to him?
A: No. Apportioned license plates are not transferable from one account to another. Your neighbor will have to obtain his own apportioned license plate.
Q: Can I increase my vehicle’s registered weight in one or more jurisdictions after I have paid for registration?
A: Yes. You may increase your registration weight online by completing an Amend Vehicle Registration - Weight Increase supplement to an existing weight group, or you can also create a new weight group. If the new weight group has weight variances of 10% or more between any one jurisdiction, you may be required to provide an Affidavit of 10% Weight Variance.
Q: How can I update the USDOT# for the Motor Carrier Responsible for Safety assigned to my vehicle’s registration?
A: Complete an Amend Vehicle Cab Card Info - Ex. USDOT# supplement online. You will need to update the Safety USDOT and Safety TIN fields for each vehicle record needing changed, and required to upload a BMV 4885 Motor Carrier Responsible for Safety (MCRS) or Lease Agreement.
Q: I bought an additional truck. How do I add it to my IRP Fleet and get an apportioned plate?
A: You may complete an Add Vehicle supplement online, or you may submit an application for manual processing at the Ohio IRP Central Processing Center.

Q: I deleted a vehicle on my renewal application in error. How do I renew it?
A: You can complete a Vehicle Reinstatement supplement online (select the more link in the Vehicle Action Box to see this option)
Q: I have an IRP Account as a Carrier Registrant who leases on Owner/Operators and provide them IRP Apportioned Plates under my IRP Account. When I add the owner/operator’s vehicle to my fleet, what documents are required?
A: You must provide the front and back copy of an active Title, a Power of Attorney and/or an Ohio Form BMV 4845 with the Titled Owners Name, Address, and Taxpayer Identification Number, giving you permission to register their vehicle, and a IRS Form 2290 Schedule 1, Heavy Highway Vehicle Use Tax, proof of filing/payment for the current tax year if the Titled Owner has owned the vehicle for 60 days or more.
Q: Can I reprint my cab card online?
A: Yes, you can reprint all active Registration Cab Cards and Temporary Authorities. Expired credentials are not available for reprint.
Q: How long will it take to receive my new credentials? Can I have my document sent via an express mail service?
A: Apportioned license plates will be mailed to the IRP registrant’s mailing address of record from a centralized mailing facility and are not available for same day pick-up. Please allow 7-15 business days from the payment date to receive your apportioned license plates via regular mail.
A courtesy electronic copy of your Registration Cab Card and any requested Temporary Authorities will be emailed to the email address on record when a mailed payment is posted to your invoice. If you submit your payment online, you will be provided a .pdf file containing your courtesy electronic copy of your credentials. All paid invoices will also result in an original copy of your credentials mailed within 1-2 business days. Only original Registration Cab Cards and any requested Temporary Authorities will be provided upon payment of an IRP Invoice made at a limited IRP Service Deputy Registrar location.

Q: How can I get a 45-day Temporary Authority?
A: The option to obtain a 45-day Temporary Authority is presented throughout the online process for any transaction type resulting in an IRP Apportioned plate being issued (including replacement plate requests).
Q: My temporary authority expired and I have not received my IRP apportioned plate?
A: Please contact the Ohio IRP Processing Center at 800-477-0007.
Q: What should I do if my plates need to be replaced?
A: You can complete a BMV 4886 IRP Application to Replace Apportioned License Plate at a limited IRP Service Deputy Registrar location or process a “Replace Plate” supplement online.
Q: Can I renew online if I do not have my renewal reminder notice? How early can I renew my registration?
A: Yes. You’ll need your account number and fleet number to complete your renewal. You can renew 90 days prior to your expiration date if your account is in good standing. If the account is NOT in good standing, the system will not allow you to proceed.
Q: Can I renew more than one vehicle online?
A: Yes. The renewal is fleet-based, so each vehicle in the fleet is included for the renewal.
Q: Can I renew my leased vehicle online?
A: Yes. After July 1, 2019, you will no longer be required to provide a POA for the leasing company (AKA Titled Owner or Lessor) if you are renewing a leased vehicle.
Q: Can I request a different plate while renewing online?
A: Yes. Follow the instructions in the OHCORS User Guide.
Q: How do I delete a vehicle from my account?
A: A vehicle can only be deleted from your account at renewal or when processing a plate transfer transaction. Follow the instructions in the OHCORS User Guide.
Q: Can I change my vehicle’s GVW/CGVW if I renew online?
A: Yes. You may make weight changes to existing weight groups. If needed, you can also create a new weight group and save it for future use. If the new weight group has weight variances of 10% or more between any one jurisdiction, you may be required to provide an Affidavit of 10% Weight Variance.
Q: Can I renew online if I do not currently have insurance for my motor vehicle?
A: No. The state of Ohio requires that each transaction include the Financial Responsibility Statement and acknowledgement of insurance obligations.
Q: My credentials have expired. Can I still use this system?
A: Yes. A carrier can renew their fleet anytime within 12 months past their registration expiration and maintain the same license plate. To avoid late filing penalties, a BMV 4842 IRP Affidavit of Vehicle Non-Use providing documented evidence why a previously registered vehicle was not renewed on time may be submitted to the IRP Central Processing Center for consideration of a less than 12-month renewal invoice and/or penalty waiver.
Q: What documents do I need to do my renewal online?
A: You may need:
- Proof of payment of Heavy Highway Vehicle Use Tax (IRS Form 2290- Schedule 1) for vehicles with GVW/CGVW 55000# or more
- BMV 4885 Motor Carrier Responsible for Safety (MCRS) or Lease Agreement (if USDOT/TIN for the motor carrier responsible for safety is changing)
- HP127B Bus Inspection if registering your motor vehicle as a bus
- Affidavit of 10% Weight Variance

Q: I never received my renewal application. What do I do?
A: You may still process the renewal online, at a limited IRP Service Deputy Registrar location, or you may request a reprint of your IRP Fleet Renewal application by contacting the BMV IRP Unit.
Q: Can my fleet renewal notice be sent to me via email?
A: All fleet renewal applications and notices are sent to the email address on record, unless specifically requested not to. Renewal notices are sent at least 90 days prior to the expiration date.
Q: I am completing the Distance Details page online, or a Schedule B Distance/Mileage, for my fleet renewal supplement. Where do I find the period I am reporting mileage/distance from?
A: Online you will find the Reporting Period From and Reporting Period To dates in the Distance Details section. You will find the Reporting Period dates in the first sentence of the Schedule B Instructions on the IRP Renewal Application.
Q: Who needs an apportioned license plate?
A: Any vehicle with a gross vehicle or registered gross weight exceeding 26,000 lbs. or having 3 or more axels regardless of weight operating outside the state of Ohio needs an apportioned license plate.
Q: What is a 2290? Do I have to have one?
A: The Form 2290 is the Schedule of Heavy Highway Vehicles. It is a tax collected by the Internal Revenue Service for each vehicle that is 55,000 pounds or greater and that you have owned 60 days or more.
Submit the form 2290 Schedule 1 stamped/paid by the IRS with your renewal or when adding an applicable vehicle. The 2290 must be in the name of the titled owner or Ohio IRP Registrant and for the current fiscal year. For 2290 questions, contact the IRS at 866-699-4096
Q: What is a cab card?
A: Your cab card is the official document issued by the state that shows what jurisdictions (states) you are allowed to travel in. A legible copy of the cab card must be made available to enforcement personnel and may be either a physical document or an electronic document.
Q: What is a TA?
A: A “TA” is an abbreviation for a “45 Day Temporary Apportionment Authorization,” which is an official document issued by the state that shows what jurisdictions (states) you are allowed to travel in for maximum of 45 days without an IRP Apportioned Plate installed on your vehicle. A legible copy of the “TA” must be made available to enforcement personnel and may be either a physical document or an electronic document.
Q: How do I update my address and/or contact information, on my IRP Account.
A: You can update your fleet mailing address, and/or contact information online by selecting Update Fleet and entering and saving the new mail and contact information, or on the Fleet page while processing your Fleet Renewal Supplement.
If you have changed your Ohio Physical Address you will need to submit BMV 4856 IRP Establishing Base Jurisdiction with copies of all requested documentation identified on the form to the Ohio IRP Central Processing Center to complete a fleet update supplement and issue an IRP invoice.
Q: Do I have to get an IRP Apportioned registration?
A: No. If you are only leaving Ohio occasionally with a qualified IRP vehicle, you may elect to purchase a Trip Permit each time you leave Ohio prior to entering the other State(s). For more information, contact the other jurisdiction(s) you wish to travel through for instructions on how to purchase a registration permit for their jurisdiction.
Q: How can I change my legal entity name on my cab cards/IRP Account?
A: If your Federal Tax Identification Number (FEIN) has changed, you will need to submit a new IRP Account Application including all vehicle record support documents, and documentation required in the BMV 4856 IRP Establishing Base Jurisdiction. A new IRP Account will be created, and new IRP Apportioned Plates will be assigned. We recommend submitting this application 30 days prior to your existing registration expiration.
- If your Federal Tax Identification Number (FEIN) has changed from one issued to you as a Sole Proprietor to one issued to you as a Single Member LLC, you will need to provide a copy of your IRS Letter assigning your new FEIN and a copy of your Ohio Certification from the Secretary of State with a request to update your fleet with this new information.
- If your Federal Taxpayer Identification Number (FEIN) did not change when your legal name changed, you will need to provide a copy of your IRS Letter assigning your new name to your existing FEIN and a copy of your corrected Ohio Certification from the Secretary of State with a request to update your fleet with this new information.

All IRP Apportioned Plates being issued as a result of payment of an IRP Invoice will be mailed to the mailing address of record for the IRP Account from a secure central BMV location. Please allow 7-15 business days for delivery. You may request that a Temporary Evidence of Apportionment (TA) registration document be included in your IRP Invoice should your business operations require the vehicle to be in operation prior to the receipt of your plates.
Q: I received a BMV4876 IRP Notice of Revocation of Commercial Motor Vehicle Registrations & IRP License Plates Due to Deactivated USDOT Number. What do I do?
A: If this notice references your USDOT#, please follow instructions to contact the Federal Motor Carrier Safety Administration (FMCSA) to return your USDOT# to an active status or file your biennial MCS-150.
- If you are an owner/operator and this a USDOT# that you are currently operating under, you will need to contact FMCSA to return your USDOT# to active or to file their biennial MCS-150.
- If you are an owner/operator and you have ceased operating under the USDOT# referenced and need to update the USDOT# assigned to your vehicle, you will need to follow the instructions under the question “How can I update the USDOT# for the Motor Carrier Responsible for Safety assigned to my vehicle's registration?”
- If the USDOT# is yours and is now Inactive because you are operating as an Owner/Operator, please contact the Ohio IRP Central Processing Center at 800-IRP-0007 or 614-777-8400.
Q: I received a notice regarding “Required Action Items to Complete IRP Application Processing”. What do I do?
A: Support documents are missing or incomplete from a supplement submitted online. Missing or corrected support documents may be uploaded online, emailed, faxed, or mailed, as indicated in the letter. You will not receive an IRP Invoice for the supplement until all support documents are complete and accurate.
Q: What forms of payment can I use?
A: Payments may be made in person at a limited IRP Service Deputy Registrar location by cash, credit/debit card (MasterCard, Discover, or American Express), business/personal check (unless otherwise noted on the invoice), or money order.
Online payment can be made by credit/debit card (MasterCard, Discover, or American Express) or by E-Check. You may also pay your invoice via mail by check (unless otherwise noted on the invoice) or money order. DO NOT SEND CASH IN THE MAIL.
Q: Does the BMV charge an added fee to use this online transaction?
A: No. The Ohio BMV does not charge additional fees for renewing online. Renewal fees are the same if you renew online, by mail, or at a limited IRP Service Deputy Registrar location. However, there will be a fee for postage for all plate issuance transactions, and any transaction completed online or by mail.
Q: How is the vehicle registration fee determined?
A: The exact cost for your plate is not determined until your application has been processed and the fees calculated. On average, the cost for a vehicle operating at 80,000 pounds is between $1600 and $2400 for a full-year plate.
Q: When a vehicle is added to an existing fleet, are the fees prorated?
A: Yes. Registration fees are prorated based upon the effective date and the remaining months in the fleet registration period.
Q: How do I request a refund?
A: Submit your refund request in writing to the Ohio IRP Processing Center. For additional information regarding refund requests, please review the Ohio IRP Carrier Manual or contact the Ohio IRP Processing Center at 800-477-0007.
Q: How does the BMV protect my personal information? Will my credit card information be protected?
A: Yes. To ensure security for your transaction, you must use a web browser with secure socket layer (SSL) capability. Several laws, including the Federal Driver Privacy Protection Act (DPPA), the Ohio DPPA (R.C. 4501.27), the Ohio Public Records Act (R.C. 149.43), and other statutes, rules, and regulations cover your registration information.
Q: Will the information I provide be shared or sold?
A: The BMV does release information to government agencies for vehicle safety recalls, to courts for limited research purposes, to insurance companies, towing companies, private investigators, CDL employers, and for other public safety purposes, all in accordance with the restrictions and limitations imposed by law.
Q: How long am I required to maintain distance records?
A: IRP distance records used to support the information reported on the annual renewal are required to be retained for three years after the close of the registration year.
There is often confusion with record maintenance for distance reporting (IFTA/IRP) and safety standards reporting. The Public Utilities Commission of Ohio (PUCO) registers motor carriers and ensures they adhere to state and federal safety standards. PUCO requires various safety standards records be maintained for six months, such as hours-of-service. If your original safety standards records also serve to record your distance/fuel, be sure to maintain these original source documents for retention periods required by IFTA and IRP. Q: The Ohio Department of Taxation has sent me an audit notice for my IRP Registration, why am I being audited?
A: The Ohio Department of Taxation audits annual IRP renewals on behalf of the BMV. As a member of the IRP and IFTA, Ohio is required to audit 3 percent of the Ohio carrier base every year. The purpose of an IRP audit is to verify the distance data reported on the annual renewal application. The purpose of an IFTA audit is to verify the distance and fuel data information reported on the fuel tax returns.
Q: What are the steps of an audit?
A: An Ohio auditor conducts the IRP and IFTA audits.
- The carrier will notified of the commencement of the audit by mail.
- Upon receipt of the audit commencement letter, the carrier should contact the auditor listed on the letter. The auditor will explain the documents received in the mailing, outline the audit time period and the records needed for review.
- The carrier will complete the documents received in the mailing as well as provide an equipment list, quarterly state mileage and fuel summaries by vehicle unit for the audit reporting period.
- Once the above documentation is received the auditor will select the test quarter(s) and vehicle unit(s).
- The carrier will be contacted by phone for distance and fuel records for the selected test quarter(s) and vehicle(s).
- Once the appropriate documentation is received, the audit emphasis will be placed on the distance accounting system to assure that all vehicle distance activity was reported. Fuel purchases will also be reviewed for an IFTA audit. Once the audit is conducted, the auditor will prepare a written audit report.
- An exit conference will be held with the carrier to explain any audit adjustment results and recommended revisions to reporting practices.
- An audit report will be mailed to the carrier.
Q: Where do I mail by payment for an IRP audit?
A: After an IRP audit is conducted by the Ohio Department of Taxation, the results are sent to the Ohio Bureau of Motor Vehicles (BMV) for processing. The carrier will receive a letter from the BMV after the 30-day protest period has expired. Depending on the audit results, the BMV will refund the carrier the net overpayment of registration fees or issue a bill for net additional registration fees due. Payment should be made payable to the Bureau of Motor Vehicles and mailed to the address listed on the letter.

The BMV Centralized IRP Processing Center processes all other IRP transactions submitted online, by mail, email, or fax. Those transactions include IRP invoice payments received via mail and applications for: New Account; Fleet Renewal; Add Vehicle; Transfer Registration, Weight Increases, Replacement Plate, and Account Maintenance.

Ohio 72-Hour Trip Permit Process
The Ohio 72-hour trip permit is a registration option for qualified IRP vehicles that do not have apportionment in Ohio where immediate travel is desired. The trip permit is issued in lieu of IRP credentials for vehicles properly registered in their base jurisdiction.

Any person/company that must possess a single IRP 72-hour trip permit for travel in and/or through the State of Ohio will obtain this permit through the use of the Ohio Business Gateway (OBG). The OBG can be accessed at https://ohid.ohio.gov/wps/portal/gov/ohid/login at any time for the customer's convenience and can be used for a variety of services and transactions, including the Ohio IFTA single fuel trip permit.
This process requires a trip permit company or an individual purchaser to create an account on the OBG by selecting CREATE ACCOUNT. This step is necessary only if the purchaser does not have an OBG account. After creating the account, or if you are an existing OBG account holder, you will need to add the DEPARTMENT OF PUBLIC SAFETY service area and the 72-HOUR TRIP PERMIT transaction type to your Dashboard.
When you are ready to purchase a registration trip permit using your credit or debit card as payment, click on 72-HOUR TRIP PERMIT from your OBG Dashboard and follow the process flow. Performance and Registration Information Systems Management (PRISM)
The Performance and Registration Information Systems Management (PRISM) program links commercial vehicle registration and motor carrier safety to:
- Determine the safety fitness of a motor carrier prior to issuing license plates
- Influence the carrier to improve safety performance through an improvement process and, when necessary, registration sanctions
Through PRISM, commercial vehicle registration and enforcement are used to identify motor carriers and hold them responsible for the safety of their operations.
Registration
The IRP commercial vehicle registration process provides the framework for PRISM in Ohio by ensuring no vehicle is plated without identifying the carrier responsible for the safety of the vehicle during the registration year.
The vehicle registration process ensures carriers engaged in interstate commerce are uniquely identified through a U.S. Department of Transportation (USDOT) number, and each carrier can be checked before vehicle registrations are issued. Motor carriers prohibited from engaging in interstate commerce by the Federal Motor Carrier Safety Administration may be denied vehicle registration in Ohio.
Rental/Leasing Registration
Rental/leasing companies must provide a USDOT number and copies of updated Motor Carrier Identification Report (MCS-150) forms for the company and for all lessees responsible for the safety of the vehicles.

Staggered Registration
Staggered registration assigns a new primary expiration month for commercial vehicles based on the last two numbers of the carrier’s tax ID number (TIN) or Social Security number (SSN).
- Staggered registration allows carriers to choose the best plan for their company.
- The carrier may split fleets into predetermined months.

- All registrations will expire on the last day of the month.
- All registrations are eligible for renewal 90 days prior to expiration.
- During the transition period only, some registrations may exceed 12 months.
- Required documents must be presented at renewal or when applying for a new commercial registration.
